This is a temporary position that is anticipated to last until 12/2026 with state benefits. This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. Flexible work hours may be permitted with supervisor approval. The State Medical Review Team (SMRT) Disability Program Training & Technical Advisor serves as a technical expert and leader within the State Medical Review Team (SMRT). This role advances staff competency, ensures compliance with federal and state disability regulations, and supports program integrity by providing guidance on complex Social Security Administration (SSA) regulations, medical and vocational analysis, and state program policies. As a member of the SMRT leadership team, the Technical Advisory Lead contributes to policy development, system improvements, workflow coordination, and continuous improvement initiatives that strengthen client, provider, and staff experiences.
The position emphasizes coaching, mentoring, and providing hands-on guidance to ensure staff apply intricate legal standards consistently and accurately. The Technical Advisory Lead directs onboarding efforts, delivers case-based support, and serves as a subject matter expert on precedent-setting and complex cases. This role requires a balance of technical expertise, leadership, and collaborative problem-solving to help the team achieve timely, accurate, and legally defensible disability determinations while fostering a culture of continuous learning, accountability, and professional growth.
Some responsible include, but not limited to: - Provide technical expertise and guidance on complex disability cases, SSA regulations, and state program policies.
- Coach, mentor, and provide hands-on guidance to SMRT staff to ensure consistent and accurate application of legal standards.
- Direct onboarding and orientation efforts for new staff, helping them quickly develop the knowledge and skills needed for success.
- Collaborate with SMRT and HCEA leadership teams on policy, system improvements, and continuous improvement initiatives.
- Coordinate outreach, presentations, and staff support strategies to enhance program knowledge, compliance, and operational effectiveness.
- Interagency collaboration and stakeholder engagement efforts to align operations with strategic priorities and regulatory requirements.
- Participation on the SMRT Leadership Team to guide day-to-day operations, lead improvement initiatives, and contribute to long-term strategic planning that improves client, provider, staff, and management experiences while increasing efficiency and outcomes.
SMRT operates with a telework optional work schedule in accordance with MMB Policies, following onboarding and training. Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Three (3) years’ experience interpreting and applying federal and state laws, regulations, and policies related to disability determinations or healthcare eligibility programs that may require a disabled basis of eligibility. Experience must demonstrate advanced knowledge sufficient to provide training and mentoring in the following:
- Application of Social Security Disability laws, including advanced understanding of the Code of Federal Regulations (Title 20 Chapter III) and the Program Operating Manual (POMS), sufficient to issue accurate and timely disability determinations in accordance with state and federal laws and agency policies and procedures.
- The programs for which SMRT evaluates disability including Medical Assistance for Aged, Blind, or Disabled (ABD), MA for Employed People with Disabilities (EPD), MA - Tax Equity and Fiscal Responsibility Act (TEFRA), Managed Care Exclusion, Family Support Grant (FSG), Special Needs Basic Care (SNBC), and MA-Home and Community-Based Waivers (BI, CAC, CADI, and DD).
- The following systems: ISDS, MAXIS, MMIS, METS, SMI, MnCHOICES Assessment Tools, SSAS, and Electronic Health Records (i.e. Epic).
- Designing, coordinating, and delivering professional development programs, including providing one-on-one mentoring, technical guidance, and coaching to ensure staff competency and consistency in workflow.
- Bachelor’s Degree higher in Human Services, Public Health, Social Work or related field may substitute for one (1) year of work experience.
- Master’s Degree higher in Human Services, Public Health, Social Work or related field can substitute for two (2) years of work experience.
Preferred Qualifications - Experience working effectively with others from different backgrounds and cultures.
- Familiar with Department of Human Services (DHS) programs and services delivery options.
- Legislative processes, procedures and protocols that have broad, inter-related impact.
- Strategic planning to guide broad, agency-wide collaboration, quality assurance and improvement initiatives.
- Understanding of grant management and experience managing budgets.
- Program management skills to employ creative strategies and techniques.
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
